With that in mind Bob Duffy wanted to take over the city school system in order to try to get a higher graduation percentage among the students from the downtown Rochester NY school system. This created a big controversy in Rochester NY back in 2009.

One afternoon I had the pleasure of speaking with Dr. Lynn Rosen from the Rochester Scholars Foundation and she mentioned on how kids in New York City have access to the subway system and are able to travel around and be exposed to different cultural events and also different neighborhoods. The same does not happen here in Rochester NY, the Rochester NY kids stay trapped in the inner city.
